New York Sues Coalition Against Breast Cancer, Claiming Funds Not ...

The state of New York sued a breast cancer charity on Tuesday, accusing it of soliciting more than $9 million and spending virtually none of it on the cause.

The Long Island-based Coalition Against Breast Cancer raised $9.1 million from public donations over the past five years, but nearly all the money was used to pay fundraiser fees, salaries, benefits packages, and other personal goods, New York Attorney General Eric Schneiderman said.

The Coalition Against Breast Cancer and its for-profit fundraiser, Campaign Center, were accused of violations of the New York state not-for-profit and charitable solicitations laws. Both groups were not immediately available for comment.

"By using a charity as a personal cash machine, the Coalition Against Breast Cancer and Campaign Center shamelessly exploited New Yorkers' natural sympathies and generosity," Schneiderman said in a statement.

He said donors were falsely told their money would be used to fund breast cancer research, mammogram screenings through a mobile van, and support seminars and forums for survivors and their families. The group is also accused of advertising bogus ties with the Memorial Sloan-Kettering Cancer Center.

Schneiderman is seeking to have the charity shut down and its directors held financially accountable.

According to the lawsuit, the Coalition Against Breast Cancer spent less than 4 percent of the money it received over the past five years on the charitable programs it promoted.

"Instead of benefiting breast cancer victims and their families, millions of dollars were misused for personal benefit. This type of scam will not be tolerated in New York, and my office will continue its work to stop charities fraud and hold those who commit it accountable," Schneiderman said.

U.S. tax authorities grant groups charitable status, exempting them from taxes, but most laws governing nonprofits are at state level.

Blackwater guard jailed over Afghan shooting (AFP)

WASHINGTON (AFP) ? A US federal judge sentenced a former Blackwater security guard on Monday to 30 months in prison for shooting and killing an Afghan citizen in 2009.

The judge also ordered 29-year-old Justin Cannon to serve two years of supervised release after his prison term ends.

Cannon and a second Blackwater guard, Christopher Drotleff, 31, were convicted of involuntary manslaughter in the May 5, 2009 shooting of Romal Mohammad Naiem, an unarmed Afghan civilian.

Drotleff was sentenced to three years and one month in prison on June 14.

"Justin Cannon opened fire with an AK-47 at the rear of a retreating vehicle and took the life of an innocent Afghan," said US Attorney Neil MacBride.

"While Mr. Cannon was in Afghanistan to support U.S. troops, his incredibly reckless behavior instead undermined our military mission and weakened the bond of trust with the Afghans," MacBride said.

Both Cannon and Drotleff were accused of leaving their military base without authorization to transport local interpreters.

After the the lead vehicle in their convoy crashed during the nighttime outing and overturned on its side, they firing several multiple shots at a passing car, killing Naiem, who was a passenger in the car, and injuring the car's driver.

Another Afghan man walking his dog in the area was also fatally shot. Both Drotleff and Cannon were acquitted of charges in his death and the shooting of the driver.

Blackwater was renamed Xe after it was caught up in several scandals in Iraq, in particular the deaths of between 14 and 17 civilians in Baghdad in September 2007.

Kalyn's Kitchen: Recipe for Penne Pasta with Wilted Arugula, Basil ...

For a long time I never thought of pasta as being a summer dish, except for pasta salads.? Then a few years ago I discovered no-cook pasta sauces, where a mixture of summer vegetables and fresh herbs are combined with freshly cooked pasta for a delightful dish that's eaten barely warm.? I used my first basil pickings of the summer in this flavorful sauce that combines barely-cooked arugula and basil, pesto, ricotta cheese, parmesan, lemon zest, and olive oil.? I didn't have that much basil yet, so I used a combination of chopped basil with a few tablespoons of basil pesto, and if you don't have garden basil you could probably use even more pesto.? I also lightened up the dish by using part-skim ricotta cheese, which I thought gave plenty of creaminess to the finished pasta.? If you like the strong flavors of arugula and basil, I think this is a perfect summer pasta recipe, but if you're not an arugula fan spinach would also be good.

I used Dreamfields Low Carb Pasta to keep the recipe South Beach Diet friendly, but if you're not on a diet you can use any type of pasta.? The sauce ingredients are gluten-free, so if you used brown rice pasta or other gluten-free pasta, this would be a gluten-free recipe.

I only had about 1 cup of chopped basil from my fledgling basil plants, so I used a couple of tablespoons of basil pesto to replace the other cup of basil the recipe called for.

A generous amount of fresh lemon zest really brightened up the flavors in this pasta, but it's probably optional if you don't have a lemon on hand.

While the pasta is cooking, combine the ricotta cheese, freshly grated Parmesan cheese, 1 tablespoon olive oil, lemon zest, salt, and pepper.

Saute the chopped arugula and basil just until it's wilted.? (Then stir in the basil pesto if you're using that.)? If you're not a fan of the peppery flavor of arugula, I think this would also be good with baby spinach.

Combine the wilted arugula, basil, and pesto with the other sauce ingredients and stir together.Save 1/3 cup of the pasta cooking water, then drain the pasta into a colander.Combine the pasta with the sauce ingredients, adding pasta cooking water as needed until you get a creamy consistency.? (I used the whole 1/3 cup water.)? Serve warm or room temperature, with additional freshly grated Parmesan if desired.Penne Pasta with Wilted Arugula, Basil, Ricotta, and Parmesan Sauce
(Makes about 6 servings, adapted slightly from a recipe by Lori Longbotham for Fine Cooking.)

Ingredients:
1 box (13.25 oz.) Dreamfields penne pasta (or use other pasta of your choice)
8 oz. (1 cup ) part-skim ricotta cheese
1 cup Parmesan cheese (preferably freshly grated Parmesan) plus more for serving if desired
1 T + 1 T olive oil
zest of one lemon (probably optional, but it brightens up the flavors)
Salt and fresh ground black pepper to taste
5 oz. baby arugula, coarsely chopped
2 cups chopped basil (or use 1 cup chopped basil and 2-3 tablespoons basil pesto like I did)

Instructions:

Fill a large pot with water, salt generously, and bring the water to a boil.? Add pasta, start timing,? and cook until barely al-dente.? (Check package for cooking time; I cooked the Dreamfields Penne for barely ten minutes.)

While pasta cooks, chop the arugula, chop the basil, and zest the lemon.? (Wash the arugula and basil and spin dry if needed.)? In a bowl large enough to hold all the pasta and sauce, combine the ricotta cheese, freshly grated Parmesan cheese, 1 tablespoon of the olive oil, lemon zest,? and salt and fresh ground black pepper to taste.? (I used a generous amount of pepper but not too much salt.)

Heat the other tablespoon of olive oil in a large frying pan, add the arugula and chopped basil and cook until they are barely wilted, about 2 minutes.? Stir in basil pesto if using.? Add the wilted arugula/basil/pesto mixture to the other sauce ingredients and stir to combine.

When pasta is done scoop out 1/3 cup pasta cooking water and set aside.? Drain pasta into a colander placed in the sink.? Combine the hot pasta with sauce ingredients and stir gently, adding as much of the pasta cooking water as needed to make a creamy mixture.? (I used the entire 1/3 cup of pasta water.)? Serve warm or room temperature, with extra freshly grated Parmesan to add at the table if desired.

South Beach Suggestions:
Using Dreamfields Pasta, part-skin ricotta, and decreasing the amount of pasta makes this recipe suitable for Phase 2 or 3 of the? South Beach Diet.? However, even with the use of part-skim ricotta, the generous amount of Parmesan makes it something that I would eat as a small serving, with something like The World's Easiest Grilled Vegetables or Spicy Cabbage Salad on the side.

Papua New Guinea's veteran Prime Minister Sir Michael Somare has stepped down from office because of ill health.

The 75-year-old leader, dominant in Papua New Guinea politics since the late 1960s, underwent heart surgery earlier this year in Singapore.

Sir Michael was appointed as prime minister in 1975, when the country gained independence from Australia.

It is not known when a decision will be made about a permanent successor. Sam Abal is the acting prime minister.

Sir Michael gained prominence initially as a leader in the independence movement before becoming country's first prime minister.

A chronic heart condition forced him to temporarily step down last December.

Then, this April he had to serve a two-week suspension from office when he was found guilty of official misconduct after failing to submit full financial statements in the 1990s.

Afterwards, he vowed to return as prime minister, but instead remained in Singapore where he has been receiving medical treatment.

Sir Michael's son, Arthur, said his father was critically ill following three heart operations, and had decided to step down permanently as prime minister and also to retire from politics.

The veteran leader's deputy, Sam Abal, has been the acting prime minister.

Earlier this month he sacked two of his leading rivals - the country's foreign minister and its energy minister - in what was seen as a move to consolidate his position.

Recently, Mr Abal's 21-year-old son was accused of murder after the body of a woman was discovered in the banana garden of the family home in the capital Port Moresby.

National elections are not expected until the middle of next year.

China ready to purchase Hungary bonds, extend credit: Wen (AFP)

BUDAPEST (AFP) ? China again confirmed its growing interest in Europe Saturday as Prime Minister Wen Jiabao announced Beijing would buy Hungarian government bonds and extend a billion euros in credit to the country.

The announcement came during his visit to Budapest, the first stage in Wen's second European tour in nine months.

At a press conference with Hungarian Prime Minister Viktor Orban after the two had held talks, Wen did not specify how much it would spend on Hungarian government bonds.

But he said the one-billion-euro ($1.4-billion) credit would be extended by the China Development Bank towards common projects.

China has in recent years invested heavily in Africa, Australia, Latin America and the United States.

More recently, Beijing has taken a closer interest in Europe which, as the continent battles a currency and sovereign debt crisis, has been welcome news for some countries.

Nine months ago, Wen made a first tour of Europe, travelling to Greece, Italy and Turkey and announcing investment in Greece and Poland -- though at least one major project with Poland, Chinese involvement in a public works deal, has since stalled over a funding dispute.

Hungary's Orban welcomed the bonds deal as "historic aid" from China.

The country's finances were now "guaranteed" at least in the medium term, even if the country could generate its own capital on the markets, he added.

And Chinese company Canyi was looking to build a European production centre for lamps, although its location has yet to be decided.

China and Hungary also signed more general deals to develop transport, promote investment and create several cultural centres.

The Chinese leader also invited 150 Hungarian youths to visit China to further promote cultural ties.

In a speech Saturday, Wen called for greater cooperation with Central and Eastern Europe, China's official Xinhua agency reported.

"Currently, trade between us takes up less than 4 percent in our respective total foreign trade and less than 10 percent in China-EU trade," he said.

Noting that "much potential remains to be tapped" he called on both sides to open up their markets further to each other and to promote two-way investment.

Ahead of the visit, Hungary's Minister of National Development Tamas Fellegi had said Budapest hoped to become a "stepping stone" for China in Europe as a logistics and commercial distribution centre.

China, the world's second largest economy, has already started to rebalance its commercial and financial relations, today tilted toward the United States and Japan, more towards Europe.

Wen Jiabao's European tour continues on Sunday when he will travel to Britain, followed by a visit to Germany.

Wen was accompanied in Budapest by a large Chinese contingent that included 300 business delegates and a 110-strong press service.

This is also the point where AnoHana unfortunately falls flat. Specifically speaking, AnoHana?s screenplay just isn?t very good.

Okada Mari, one whom I respect greatly for her work on Tordora and Kuroshitsuji is back again; this time she is chief script writer for AnoHana. Unfortunately Mari?s apparent inexperience in writing shines through clearly in the screenplay. There is no doubt she has talent and a knack for good ideas, which makes it disappointing to see she still stumbles on some basic areas of writing. The narrative for example, is sorely lacking in woven exposition, with the many aspects of the story left feeling one dimensional and underdeveloped (more on that in a moment).

The dialogue is also inconsistent; the majority of the time it is written and delivered beautifully, but there are frequent punctuations of awkward, out of place lines that leaves something to be desired. Most of these instances are offset by the talent of the seiyuu who try their best to bring emotion to these parts, but the moments are still unavoidably noticeable. For instance, count how many times this scene happens: Jin-tan glances to his side at Meiko and mutters ?Menma?? another character looks at him, confused, and questions ?Yadomi??

There are very clear distinctions between the lines that have significance to the plot or the character, and lines which are simply conversational pieces, with almost no blending of the two types. At times it feels like the latter lines have no contextual meaning at all and are simply there to fill in time because the script writer couldn?t think of anything else to write. For an anime like AnoHana where the entirety of the narrative is delivered via dialogue and character interaction, this is a very dangerous habit to fall into.

There are many good things that Okada Mari brought from her experience working on the series compositions of titles like Toradora, Fractale and Gosick. Unfortunately one of them also happened to be the abysmal pacing that they all suffered from at one point or another. Naturally, the structure Exposition-Rising Action-Climax-Falling Action-Resolution can?t possibly be adhered to as strictly for anime as it does for say, novels or films, simply due to the episodic nature of anime; there is an underlying need for each episode to be standalone in it?s own right, even if it is meant to contribute to the overall story. However that isn?t to say we shouldn?t at least make an effort.

The problem with AnoHana is that it simply tried too hard to be episodic. Each episode?s substory warranted so much attention that there was very little room left to develop the main plot. Although each individual 24-minute segment was neatly tied into a little package with it?s own structure, which seemed fine at the time of watching, suddenly we reach the end of episode 9 and we realize with 2 episodes to go we?re still on the exposition part of the main story. This is again, partly due to the fault of the narrative not having any woven exposition in itself, relying instead on almost purely dialogue and flashbacks to establish the backstory, an alternative which is both more time consuming and less efficient. (To throw an example out there, think how easy it would have been to tell stories of Popo?s adventures around the world by simply including a few souvenirs from his travels in his little hut. A few frames to easily explore an episode?s worth of exposition, which can then be used to add elements to Popo?s character without the need for spoken exposition.)

All this cumulatively leads to the biggest flaw of AnoHana: as an anime observing death and how people cope with it, there is shockingly little character development observed. What AnoHana tries to offer instead are single characters at two points in time. On one hand we have the happy-go-lucky childhood of the super-peace-busters, on the other we have the sullen, withdrawn adolescent individuals of those friends, drifting apart and trying to move on with their lives. At first sight it is amazingly easy to mistake this contrast of past and present for ?character development,? however true character development demands something a little more in-depth than, ?friend dies, people become sad.? Yukiatsu is arguably the only character who experiences true change, *spoiler alert* in his brief contact with Menma *spoiler alert* he experiences denial, confusion, jealousy and anger, and in doing so, realizing his self-loathing attitude and changing himself. Yadomi?s development is also arguable, though I remain skeptic as to whether what seems to me as merely an overdue self realization can be categorized as development if it were there subconsciously all along. In comparison, the other characters, experienced only minimal changes, exchanging confessions and realization which, while heart-moving, can hardly be justified as ?development,? begging the question of whether there was any point to the whole thing other than being an emotional roller-coaster of adolescent diversions.

I am strongly hesitant in calling AnoHana a melodrama. The constant hint of realism in both the visuals and characters suggest otherwise, as does the very real themes that it tries to convey. The anime obviously works very hard to provoke an emotional response and I wonder at times if it is trying a little too hard. Not a scene goes by without Yadomi frowning at something, and the prevalence (or rather excess), of falling tears in every episode almost screams at me: ?Here is an emotional scene, indicated by the tears. Feel sadness you sheep!? The need for AnoHana to constantly use the act of crying to convey sorrow seems almost shortsighted, and while they are a good tool for reinforcing the emotional instability of the characters, they seem to serve little other purpose.

If you?ve managed to read this far and haven?t yet flamed this review or thrown your mouse across the room in anger, then props to you, and perhaps you?d like stay a bit longer and allow me to explain where all this nonsense is coming from.

The mindset of a critic is slightly different from that of an average viewer. We?ve seen, considered and analyzed far more than what would be considered healthy for a normal human being and as a result, we view things a bit differently. Cliches and archetypes you?ve seen maybe half a dozen times, we?ve seen hundreds of times. We get bored quickly, we?re more easily dismissive, we hone in on small mistakes like vultures, we?re very excited by originality and we?re far more disappointed when a promising series falls short just inches from the finish line.

Nine out of ten times, the things we watch are mediocre at best. Stuff that?s so average that it takes all of our willpower just to struggle through a normal review; talk about some story, mutter about some character, drag on about some animation and call it a day. But then something like AnoHana comes along, something new, something exciting, something to sink our teeth into. We may end up enjoying it, we may not, but the fact that it had piqued our interest meant it had already established itself as something special, something good enough to be able to be improved upon in the future, something we WANT to spend time thinking about, something actually WORTH criticizing.

AnoHana is good, heck it?s even great. It may not be perfect, but it?s good enough to warrant a post on this blog, which is more than I can say for all the other stuff this season.

Ryan Lovell-Hancox died on 24 December 2008 from a brain injury he received at the Bilston home of Christopher Taylor and Kayley Boleyn.

They were jailed for murder and child cruelty in July 2010.

Wolverhampton's Safeguarding Children Board will release the findings of a serious case review at 0830 BST.

Ryan's mother, Amy Hancox, who knew nothing of the abuse, had told the court during their trial that she had given Ryan to the pair to look after as she "was not coping".

Is Your Job a Pain in the Neck? How and Why Your Neck Is Vulnerable at Work

Occupation-related injuries, or musculoskeletal disorders (MSDs), are extremely common. While an astounding amount of research has been collected on the subject, many people don?t realize how easily their bodies can be affected by almost any type of work. While low back injuries are the most common work-related MSDs, the neck is typically the second most common. The neck is vulnerable to injury in even more jobs than is the low back and can be harder to detect. However, on-site remedies appear to work rather quickly. Here we?ll discuss neck injuries and the factors that contribute to them.

Neck injuries come in many forms, some of which are easy to pinpoint, and some that need a little detective work. Here is what happens: muscles in the neck are already working to hold the head up all day. Factor in daily stress and movements, and the majority of the population has tight neck muscles before any occupational considerations are even made. When repetitive or forceful movements are required of the neck, these tight muscles can either be pulled beyond their capabilities or contract to a point of pinching something else. If a muscle is stretched beyond its limits ? which diminish as the muscle becomes tighter ? the muscles, ligaments, and tendons can tear, resulting in a sprain or strain. The more you use a muscle, the tighter it becomes; the tighter it is, the easier it is to injure. Additionally, tight neck muscles can impinge nerves or blood supplies that run through there, causing a variety of ailments including: headaches, numbness, tingling, and pain felt through the neck, shoulder, arm, and hand. A common MSD and cumulative trauma disorder here is shoulder-neck-strain-syndrome (SNSS). This can be felt in the neck, shoulder, or both, and often mimics other disorders like carpal tunnel syndrome.

The specific jobs that require movement of the neck are too many to list. It should be noted, however, that everyone from assembly line workers to cash register operators to persons using bifocals are included in the research on neck MSDs. Several movements have been found to have a significant relationship with neck MSDs:

• Repetitive work activities ? repetitive or frequently different head positions, or repeated arm/shoulder movements affecting the trapezius. (This muscle covers part of the back, top of the shoulders, and back of the neck. It lifts and retracts the shoulder as well as extends and laterally flexes the neck.)
• Forceful work or heavy loads -arm or hand movements that are forceful or place significant pressure on or to the neck (carrying a heavy load on a shoulder; lifting with arms.) Tension neck syndrome is a common result of this kind of movement, likely because of the physical stress placed on the trapezius and local neck muscles and also decreased blood flow in the area.
• Extreme or static postures ? postures requiring either exaggerated or continuous neck or shoulder flexion. This is the category where bifocal wearers and cash register operators are at risk.

Job duties ranging from heavy lifting to sitting at a desk create undue stress on the neck. Ultimately, the more unnatural or repetitive a movement, the more a muscle is fatigued and therefore vulnerable to injury. The good news, though, is that in these studies, when ergonomic improvements were made, the pain and risk of injury was significantly reduced in a short period of time. The changes made included varying the workers? tasks, adjusting heights of monitors and keyboards, and introducing tools (shoulder cradle for a telephone) amongst other things. The fact that these simple changes were successful is incredibly important. Completely eliminating neck movements from any job is impossible, and time lost to injury is costly to both employer and employee. For such a common MSD, knowing that short and long-term effects of neck movements can be so easily and greatly reduced is good news, indeed.

Survey findings from human rights organization, The Arc, reveal nation?s efforts fail to provide fundamentals for individuals and families

Seattle, WA (June 14, 2011) ? Fifty years ago, President Kennedy called on the nation to bring people living with intellectual and developmental disabilities (I/DD) ?out of the shadows,? to give them opportunities to lead productive, quality lives. Sadly, new data released today from The Arc?s Families and Individual Needs for Disability Support (FINDS) survey shows efforts have plateaued and not nearly enough progress has been made to create these opportunities. while budget cuts and economic strain have hurt all Americans, the 7 million living with I/DD and their families are among the hardest hit, with access to needed services drastically reduced.? in fact, 62 percent of caregivers reported a decrease in services for their family member with a disability.? meanwhile, budget proposals in Congress threaten to dismantle Medicaid, making it even harder for people with I/DD and their families to achieve.

The Arc, the nation?s largest and oldest human rights organization for the I/DD community serving more than a million individuals and their families, conducted a national survey of nearly 5,000 respondents on educational, housing, employment and support needs.? The results of this landmark survey are being released in a report today, ?Still in the Shadows with Their Future Uncertain.?

According to the FINDS survey, one-third of parents and caregivers (potentially 1 million families) reported that they are on waiting lists for government funded services, with the average wait more than five years.? InWashingtonState, 13,600 people ? inKingCounty, 3768 people ? are eligible for paid services but are not receiving them due to the lack of state funding.

The survey also found that the promise of integrated, community-based employment is not being met.? in fact, 85 percent of families reported that their adult family members with I/DD are not employed at all.? Opportunities for inclusive education, a pre-requisite for employment, are also not being met.? Too few students are completing high school ? in fact, 52 percent of families reported that their family member with I/DD left school without receiving a high school diploma.

?To help bridge this gap, The Arc supports members of our community throughout their lifetimes by helping them navigate through a complicated network of services, and supporting individuals as they speak for themselves,? continued Fuerstenberg.

Locally, The Arc provides direct support, outreach, and advocacy for thousands of families inKingCounty, and works to empower people, individually and collectively, to maintain and build momentum in the disability and civil rights movements.

?As senior parents and caregivers to an aging daughter with a developmental disability we rely on the support of one another and consider The Arc an added member and blessing to our family,? saidUta Tipper. ?We are so encouraged by the ongoing support, compassion, understanding and advocacy from The Arc, and we rest assured knowing we aren?t walking this path alone.?

FINDS found more than 75 percent of families report problems accessing non-institutional community care, trained reliable homecare providers, services and resources.? Families are shouldering tremendous financial strain as they?ve had to assume the financial and day-to-day support of their loved ones; many have even had to quit their jobs to stay home and provide care.

• 1 out of 5 families (20 percent) report that someone in the family had to quit a job to stay at home and support the needs of a family member.

• More than 80 percent of families reported not having enough retirement savings for their future as a result of using personal funds to compensate for the lack of services available to their loved ones.

• 62 percent of parents and caregivers don?t have a plan for where the person they support will live when the parent/caregiver gets older.

As a result of the report, The Arc is calling for more activism by people with I/DD and their families, launching a new effort to organize 1 million people to come out of the shadows and make their needs and concerns an issue in the 2012 elections.

To raise awareness surrounding the barriers those with I/DD face and how the organization can help individuals and families fully participate in society, The Arc has partnered with Lauren Potter, star of the hit FOX show ?Glee.?? as a successful actress with down syndrome who is achieving her dreams, Lauren represents the spirit of The Arc?s work.? Today, The Arc and Potter will kick off a public service announcement television campaign.

The web-based FINDS survey was conducted from July 22, 2010, through October 31, 2010. The survey was completed by 4,962 caregivers of people with disabilities.? Families from all 50 states and Washington, DC completed the survey.?
